Understanding DMIs

Understanding Data Matching Inconsistencies: 

Your eligibility determination for coverage and an Advanced Premium Tax Credit is based on your self-reported information. To confirm the accuracy of the information submitted, Your Health Idaho verifies it against official databases. This occurs anytime you submit an application and periodically if you are enrolled.

When the information provided in your application does not match information found on a database, we call that a Data Matching Inconsistency (DMI). In the case of a DMI, we will notify you via your secure inbox, and your account’s “My Dashboard“ will be updated to give notice of the verification requirements. You have 30-90 days from the date of the DMI (depending on the type of DMI) to have it validated before your enrollment or eligibility may be impacted. 

When you upload the required documents, a Your Health Idaho Consumer Advocate will review and either approve or reject the document within ten business days.  

Examples of Data Matching Inconsistencies are:

  • Income
  • Citizenship
  • Date of birth
  • Eligibility for other coverage like Medicaid, Medicare, or TRICARE
  • Immigration 
  • Lawful permanent residency
  • Social security number
  • American Indian or Alaska Native
  • Death

Acceptable Documents to Validate a Data Matching Inconsistency

Idaho Residency

  • One of the following showing the address listed on your account:
  • Driver’s License 
  • Voter Registration Card

OR, two of the following documents dated in the last 60 days showing the address listed on your account: 

  • Student college enrollment letter
  • Automobile registration 
  • Rental agreement 
  • Utility bills
  • Property tax notice
  • Home payment notice 
  • Offer of employment

American Indian or Alaska Native (AIAN)

  • Federal or state census records showing U.S. birth
  • Final adoption decree showing U.S. birth
  • Hospital birth record   
  • Hospital souvenir birth certificate  
  • Institutional admission papers
  • Insurance record showing U.S. birth  
  • Legal birth certificate
  • Northern Mariana card I-873
  • Official military records showing U.S. birth
  • Official religious record showing U.S. birth
  • Other birth records
  • Power of attorney document
  • Qualifying school record showing U.S. birth
  • Religious record
  • Report/certificate of birth abroad of U.S. citizen (DS-1350, FS-240, or FS-545)
  • A statement signed by the physician/midwife attending the birth

Death

  • No documentation required*  
    • *if a household member is receiving this DMI carefully check the accuracy of the Social Security Numbers in your application

TIP: Remember to provide proof of income for anyone who is included on your federal tax return, even if they do not need health coverage.

Incarceration (Proof of non-incarceration)

  • Official release papers from the institution or Department of Corrections

  • Federal, state, or local benefit letter  
  • Clinic, doctor, or hospital records for services provided  
  • Medical claim explanation of benefits provided

Lawful Permanent Resident (LPR)

  • Certification from the U.S. Department of Health and Human Services (HHS) Office of Refugee Resettlement (ORR) 
  • Document indicating withholding of removal (or withholding of deportation) 
  • DS2019 Certificate of Eligibility for Exchange Visitor (J-1) Status  
  • Any document that is accepted as verification of enrollment in a federally recognized Indian tribe or verification of status as an American Indian born in Canada 
  • Foreign passport with an Immigrant Visa stamp  
  • I-20 Certificate of Eligibility for Nonimmigrant (F-1) Student Status  
  • I-327 Permit to Reenter the United States  
  • I-551 Permanent Resident Card ("green card") 
  • I-571 Refugee Travel Document  
  • I-766 Employment Authorization card  
  • I-94/I-94A   Arrival/Departure Record  
  • Machine Readable Immigrant Visa (with temporary I-551 language)
